Define the retirement scope and reason, replacement system, data and record inventory, retention requirements, archive method, migration, metadata, audit trail, electronic signatures, record relationships, access, retrieval testing, interfaces, user access removal, supplier termination, security and media disposition, and final validation or decommissioning summary.
Completed fictional legacy eQMS case
A company exports approved records as PDF before terminating a legacy eQMS. Counts match and the PDFs open. Review finds that the files do not preserve signature meaning, the relationship between CAPA and linked change controls, searchable metadata, or the audit history required to interpret who changed critical fields.
Retirement is postponed. The archive package is revised to include human-readable records, signer name, date and time, signature meaning, record revision, approved metadata, relationship index, and audit history. Authorized and inspection-read-only roles retrieve representative open and closed records across the retention period. Interface shutdown, account removal, legal hold, supplier deletion, and final backup responsibilities are confirmed before the decommissioning summary is approved.
Retrieval testing
Test known records, difficult historical records, attachments, signatures, links, date and identifier searches, accurate-copy export, role access, and recovery from the archive backup. Record expected and actual results, deviations, limitations, ownership, and the future retrieval process.
Regulatory and procedural context
Primary sources. 21 CFR Part 11 ↗ addresses accurate and complete copies, protection, ready retrieval, audit trails, and signature-record linking for records in scope. EU GMP Annex 11 ↗ is relevant to archival and system retirement for applicable GMP records.
Company procedure. The organization’s approved validation, change-control, supplier-management, information-security, data-integrity, records-retention, and Quality approval procedures determine the required records, roles, and approval route.
CSVtoCSA practitioner interpretation. An export is adequate only when the retained record remains complete, accurate, accessible, and interpretable for its required use and retention period. This is a recommended validation approach, not a statement that every listed activity is a direct regulatory requirement.
